No. Buying backlinks violates Google's guidelines and gets sites penalized regularly. The exception is sponsored content where the link is properly tagged as nofollow/sponsored — that's fine but doesn't pass ranking signals. The legitimate way to get more backlinks: create content other sites want to link to, guest post on real industry publications, get featured in local press, sponsor local events.
